The President of the Republic, Mr. Abdelaziz Bouteflika, declared in Kampala that consolidation of peace and security is “fundamental” to the economic development of the African continent. The Head of the State noted that the African continent is consolidating every day the practice of democracy, good governance and the rule of law, while striving to solve issues of insecurity and instability and fostering stronger recourse to dialogue and mediation in the settlement of conflicts.

 

Speaking about the “concerning” situation in Somalia, the President of the Republic underlined that “it is time for the United Nations Security Council to fully assume its responsibilities in order to give a decisive impetus to the efforts of Africa, namely through the deployment of AMISOM.”

With regards to Sudan, which marked a “significant” stage in enforcing the global peace agreement of January 2005, the Head of the State underlined the continuation of efforts of persuasion directed at the parties to the crisis which do not yet adhere to the peace process, in order to get them to respect the commitments taken, said President Bouteflika.

In the same vein, he noted the peace agreements concluded by African countries such as Burundi, Cote d’Ivoire, the Central African Republic, and the Democratic Republic of Congo, who succeeded to put an end to the spiral of violence, and called for the encouragement of such developments.

Moreover, the President of the Republic, regretted that topical news in Africa are dominated by power being taken through anti-constitutional means, and recalled the doctrine and principles upheld by the African Union with regards to fighting the phenomenon of anti-constitutional changes. Furthermore, he noted the “happy” settlement which occurred in the crisis in guinea thanks to the holding of elections and, in this manner, called on the protagonists in the crisis confronting Madagascar.
