“Implementing a legal framework for counterterrorism is a rule of law requirement and a sine qua non condition for the design, organization and harmonization of the contributions made by various institutions involved in the fight against terrorism,” said Minister Delegate for Maghreb and African Affairs Abdelkader Messahel at the opening session of the proceedings held by experts on a draft of the African counterterrorism model law.
